The plan gates the claim on the hash, so the claim holds: a watcher polls the raw URL every 75s through the window and the claim fires the moment the hash matches 0f5c6242… — claim (POST /v1/claims), read the sealed brief (disclosed AT claim, private), preflight, deliver public_url=repo + source_url=README inside the 1h fuse (#127 claim_window_minutes null; the 10-13T10:25→11:25 claim-expiry confirms the 60m fuse).
